James Williams
retired as a U. S. Department of Justice, Drug Enforcement
Administration Senior Executive and Chief of Organized Crime
Drug Enforcement Task Forces world-wide. His career management
positions included Chief of Intelligence, Chief of International
Law Enforcement Training, International Mobile Unit Chief,
US Country Attaché to the Caribbean and Senior Drug
Policy Advisor to the Central Intelligence Agency. These assignments
necessitated work in Africa, Europe, Asia, South America and
the Caribbean. He has held the highest US Government security
clearances including Crypto with the US State Department and
Top Secret with the US Justice Department.
In addition to his vast experience
as a law enforcement senior executive, investigator and instructor,
he served as an Adjunct Professor at Rowan University in Glassboro
New Jersey, teaching police policy, practice and procedure-related
subjects as well as subjects on American Corrections Policy, Practices
and Procedures.
Mr. Williams graduated from the New Jersey
State Police Academy at West Trenton, NJ and served as a State
Highway Patrolman until recruited by the Burlington Township Police
Department. During his tenure in Burlington County he held the ranks of Lieutenant,
Captain and acting Chief of Police. He served as the Assistant
Director of the Burlington County Regional Police Academy and
Chief Police Instructor with lateral duties teaching Police Policy,
Practice and Procedure, firearms use and self defense courses
as mandated by the State Police Training Commission.
As a proven Police Administator, Mr. Williams
was recruited to initiate and develop the campus police force
at Richard Stockton College of New Jersey in Pomona, NJ. During
this process Williams served as the college's first Director of
Public Safety and Security. He formulated and administered department
rules and regulations, campus traffic regulations, operational
law enforcement policies and procedures, recruited, trained and
administered the operations of the initial campus police force.
Mr. Williams was recruited by the United States Department
of Justice, Drug Enforcement Administration as a Special
Agent. He was immediately assigned to the USDOJ Organized
Crime Strike Force. Williams conducted undercover operations
throughout the United States enabling him to penetrate the
infrastructure of the nationally organized crime movement
of "Black Incorporated". This Organized Crime Strike Force
investigation, code named "Operation Oxalic", resulted in
the arrests and convictions of targeted top level drug kingpins
in eight states as well as Italy and Jamaica.
As a security consultant, he provided training
seminars in executive protection as well as security training
seminars for police and private security personnel assigned protective
and security duties at the Summer Olympic Games held in Atlanta,
Georgia.
Subsequent to his
retirement from the USDOJ, he was recruited by the New York
Yankees baseball organization to serve as the Director of
Team Operations. Mr. Williams created, implemented and managed
the unique Adverse Incident Prevention Program. This security
based program effectively identified, diffused and prevented
situations that could have adversely affected team personnel,
their productivity and the organization's professional image.
This one-year shake-of-the-hands contract with team owner
George Steinbrenner lasted for over three years of Divisional
and World Series Championships, incident-free.
Mr.
Williams has appeared as a consultant on Police Policy, Practice
and Procedure on Philadelphia's It's Your Call with Lynn
Doyle, on CN8. He was featured as a guest speaker on
radio station WURD as an expert on Police Policy, Practice
and Procedure. An article on Mr. Williams has appeared in
the SNJ Business People.
His
expert opinions have been a feature in wrongful death decisions
on the state appellate court.
He
has also served as a Pharmaceutical Company Consultant for
Security and Diversion Control at Interpharm, Inc., Happauge,
NY.
Mr.
Williams completed undergraduate studies in Sociology at
Western Illinois State University in Macomb, Illinois (then
Western Illinois State College). Specialized training was
completed at the National Institute of Training (NTI) in
Washington, DC and included courses in Criminal Law, Advanced
Investigation Techniques, Orgainzed Crime, White Collar
Crime, Financial Investigations, Conspiracy Law, Internal
Security, Orgainizational Security, Personnel Management
and Budget Development Control.
